ABSOLUTELY!  Mullahs absolutely talk about sexual stuff in Iran.  IRI has, according to UN, the third best family planning in the world (at least until the new hardline position in the last couple of years) and it is routine to talk about sexual matters concerning women.  If not the mullahs themselves, female officials do so in the name of the Mullahs ROUTINELY.  I have seen such clips. One of the paradoxes of Islam is that for all its repression of women, it is actually, from Quran on, one of the MOST pro-sex of the major religions (except that that sex occurs within such terrible patriarchal restrictions). It freely admits the nature of both male and female desire and the need for its fulfillment.  Theologically, Christianity doesn't even come close to it in this regard.

With all hatred feeling that I have towards this government and Mullah, still I think the authenticity of this video should be questioned. You tube is full of homemade videos that are either propaganda or just to fool people for their own amusement. Do you really think in a closed society such as Iran or Saudi Arabia, a Mullah comes to TV and talk so openly about sexual behavior? In my view, I don’t think so.

Now supposedly, this is for real. Let’s do some comparison of the societies. See, here in western society such as USA or Europe, they are starting the sex education from middle school. Boys and girls are sitting in the same class next to each other, and maybe pretty soon after that, if not earlier, they start the sexual encounters. Now look at our country Iran, if a girl from a decent family openly have sex or maybe pregnant, she is kicked out of house to walk towards prostitution or maybe will be stoned!

So the sexual behavior is totally different in each society, and is basically based on the accepted moral, standard and the norm of that society. If this guy was going to preach that, ladies if you can not have sexual partner you could get an object and insert it inside your vagina or so forth, to satisfy your sexual desire, I would question it much more for a closed society.

Now based on the standards here, you are saying he is a man, who is he to give this advice, but hey be fair, here also it is said people are entitled to free speech, but it is up to the individual to fallow or not.

Did it say something different before? And... Is there some reason why we should NOT be exposed to this clip? The preacher is giving sound advice based on their own culture and meant for the good of their people. Who are we to judge them? If anything his open and relaxed attitude about discussing such matters should be praised.

It's great that he discusses sexual issues in a down-to-earth way. One may or may not agree with his points, but certainly bringing the subject to the fore like this allows for a civil public discussion and debate about women's sexuality among religious folk.

I don't see any real problem with this clip. Here he is condemning the practice of honor killing, encouraging women and girls to read, join charities and be productive, and telling them to fulfill a religious requirement.
