UN sent me this response:

Greetings from the Public Inquiries Team.

Kindly note that any proposal to be considered by the Members of the United Nations must first be presented by an official representative (Ambassador) of a Member State, duly inscribed on the Organisation’s agenda and voted by the Membership. Please send your proposal to any country’s representative office before the United Nations.

We hope this information is useful to you, and thank you for taking the initiative to write to us.

Then I sent them a note saying:

What about cases where the member state is the one committing the crimes? Does UN have an observation entity to protect the "Nations" from the criminal "States"?
