UN sent me this response:

Kindly note that any proposal to be considered by the Members of the United Nations must first be presented by an official representative (Ambassador) of a Member State, duly inscribed on the Organisation’s agenda and voted by the Membership. Please send your proposal to any country’s representative office before the United Nations.

Then I sent them a note saying:

What about cases where the member state is the one committing the crimes? Does UN have an observation entity to protect the "Nations" from the criminal "States"?

Someone should teach these UN guys a bit of etiquette. They could have, at least, appreciated your naïveté.Their final response to your followup email seems to be omitted in this blog.
