"ساخت پل، سد، نیروگاه و ساخت پالایشگاه همه اینها اقدامات عمرانی است و در راستای سازندگی و آبادانی کشور صورت میگیرد و قاعدتاً انجام این اقدامات است که برای مردم ایران اولویت و اهمیت دارد و اینکه سپاه انجام بدهد و یا شرکت داخلی دیگر فرقی نمیکند. نخیر [سپاه] بدنبال درآمد به آن معنایی که یک بنگاه اقتصادی، یک شرکت میکند نبوده است."
