Russia's Tzar Peter the Great was also to Westernize Russia by going even further and imposing French as the language at Court. The Qajars never went that far but they were obviously fascinated by the West for its industrial and military power.

This photo does not say if it was done for fun like a private party which probably was the case particularly during State Visits at Embassy's to warm up ties between diplomats etc. He was just Crown Prince at the time and not Shah.

But well yes it is embarrassing given that the Qajars lost much of Iran's territories to the Russians.
