It all depends

If you consider a nation as a nuclear power by just having Nukes, that is certainly is one definition. However, there is another definition for having to be reconized as a nuclear power nation when a country has all the necessay cycle to to produce nuclear bombs but not necessarilly doing so. By the latter, Iran is already a nuclear powered nation.
