قرارگاه سازندگی خاتم الانبیاء وابسته به سپاه پاسداران که چهار سال پیش دولت محمود احمدی نژاد بدون برگزاری مناقصه توسعه دو فاز پارس جنوبی را به این مجموعه واگذار کرده بود، در نیمه راه از ادامه اجرای پروژه انصراف داده است.
خبرگزاری مهر گزارش داده که خاتم الانبیاء که مسئول اصلی توسعه این پروژه بود،انصراف داده ولی وزارت نفت ایران می گوید که کناره گیری خاتم الانبیاء مشکلی در ادامه اجرای طرح توسعه پارس جنوبی ایجاد نمی کند.
ابوالقاسم نوبختی مدیر فازهای ۱۵ و ۱۶ پارس جنوبی گفته است که "کنار رفتن قرارگاه سازندگی خاتم الانبیاء هیچ مشکلی در ادامه اجرای توسعه این فازها ایجاد نمی کند و اجرای عملیات توسعه با ترکیب جدید کنسرسیوم به طور طبیعی ادامه می یابد."
هنوز گزارشی از دلایل کناره گیری خاتم الانبیاء منتشر نشده است و معلوم نیست چرا این نهاد وابسته به سپاه پاسداران که اخیر قراردادهای بزرگی برای توسعه فازهای دیگر پارس جن... >>>
Is it the war over money, as described in the article?
Is it Sepaah genuinely figuring out that it can't complete the project, bowing out of its obligations? It will be impossible for any replacement team to finish this project with only 1/2 of the money, IF 1/2 of the money is even still available.
Or is it the looming sanctions against IRGC which will make it impossible to deliver on the project? If that's the case, then they should also be opting out of their other projects, the ones they were recently granted, too.

by No Fear on Sat Jul 17, 2010 12:41 AM PDTIf the UN sanctions are directly targeting the IRGC and its related companies, It seems pretty dumb to keep a gas developing field under IRGC management. Don't ya think?
It creates confusion for those who believe the IRGC is a private company, afterall how can they leave such a profitable cashflow?
But in reality, the IRGC is a part of the government and it tried to fill in the gap of the lack of foreign investments ( More expertise ) in our gas sector. Ofcourse, they don't even have the experience in this area. It seemed it was a tactical decision to begin with.
The downside of this whole situation is that Iran also competes with Russia for the gas market domination in Europe. Unfortunately, Russians can use this as another carrot stick in international politics.
The very least of such announcement, points to the uselessness of sanctions. When big contracts are involved, sanctions go out the door. It would be interesting to findout out about the contract we signed with Russia. Was there a aerial defense system involved?
Worth keeping an eye on this news.

A little history for our West-residing IRI Groupies. The US wins its wars: American Revolution, War of 1812, Mexican-American War, US Civil War, Spanish-American War, World War I, World War II, Korean War, Gulf War I, and Gulf War ii.
And one loss: Vietnam War.
The IRI fought Saddam, one of the most incompetent military commanders in history, who led a country with much less than half Iran's population and after 8 years and hundreds of thousands of lives needlessly lost due to Khomeini's refusal to end the war (which he called a "blessing") until 1988 (when he was so reluctant to finally end the war that he called it "drinking the poisoned chalice"), the IRI was in the same position as 1980. What a cruel pathetic joke the IRI is. Isn't it so? :-)

Possibly it has to do with Russian contract

Bazar's etesab and now this news item are indications that sanctions are working. Many of us see involvement of Sepah in industry as a negative and now we are seeing how sanctions are forcing sepah to reconsider its involvement. Maybe I am too optimistic but this is good news. Earlier this week, you had a blog about "Shahram Amiri". Timing of "Shahram Amiri" 's recent news might have been an attempt by IRI to counteract all the bad news such as Bazar 's developments and news such as this one.
