American troops and contractors caused substantial damage to the archaelogical site at Babylon in Iraq after the 2003 invasion, a new UN report says.
The report says key structures were harmed and the site was subjected to "digging, cutting and levelling".
But UN cultural officials stress the damage did not begin when the Americans arrived, or end when they left.
The US says looting while Babylon was under their control would have been worse had they not been there at all.
The new report was issued on Thursday in Paris by the UN's cultural agency, Unesco.

The article you are siting confirms that the lake is no threat to damage the archeological site and the railroad plan has just received its "preliminary" approval. I guess you don't see the difference do you?
But here is what you should read from the article you quoted:
Lake Sivand (also Bolaghi) is beginning to flood the Bolaghi Valley, but Naqsh-e Rostam allegedly to be safe from the proposed railway line that could have damaged the structures of the ancient site.
In an interview with the Tehran Times in the Bolaghi Valley earlier this month, Parsa-Pasargadae Research Foundation archaeologist Afshin Yazdani, who is based at Persepolis, said that the government has given preliminary approval to a plan according to which the route of the Shiraz-Esfahan railway line will be located 1200 meters from Naqsh-e Rostam, although the final decision has not been made yet.
