Iran is building refinaries in other countries!

Potentially, Iran oil exports is #2 behind Saudi Arabia.

Iran imports fuel because it does not have the capacity to refine enough fuel for domestic consumption.

Something is wrong here.  How is it that Iran is able to build refinaries for other countries, but can not build enough facilities to keep up with domestic consumption?

i think they're looking for a better deal in outer space.  and really, what do you expect?  with the president and his supposed phd in traffic engineering, has the traffic gotten any better in the past 5 years?  you can't feel secure on the roads (number one fatalities/capita in the world), trains, or planes in iran.  fat chance getting an answer from the distinguished iri clowns.
