BBC: The head of the UN nuclear agency, the IAEA, has proposed sending a high-level mission to Iran, to address new fears about a possible military dimension to the country's nuclear programme. IAEA wanting to enter Iran---very tricky

The trick is obvious. IAEA could be thinking of tricking the world's public opinion with this move. Certainly they are not doing this based on honest policy procedures but rather political strategy.

If Iran agrees to allow IAEA members entry, we will witness a similar case to Iraq during Saddam Hossain. They could emphasize their allegations without any proof. However, being there would give their words more credibility. It is possible that some more people would jump in IAEA's bandwagon to accept IAEA’s strategies against Iran.

If Iran doesn't let the members inside the country, the allegations will be made that they are afraid and do have a hidden nuclear weapon program. Lose/lose for Iran.

From Iranian perspective, even in the best case scenario, if these IAEA people are allowed to monitor more than required by the law, there are still areas that no country would allow foreign crews to enter. These sensitive areas could make a good case for IAEA allegations. Many of these strategies had been implemented during Saddam’s rule of Iraq.
