peykan, in the old time theatre in iran (and elsewhere in the world), women were not allowed to play a role on the stage.  in fact, all of the roles of women were played by men in drag.  that inluded dancing, singing and acting.  hence, because of society's norms, women got a late start in performing arts.  however, if all evidence were based on the frescos in esfahan's ali ghapoo, i have to admit that you may be right.

Men were not supposed to dance

Historically, men were not supposed to dance (à la Baba Karam, etc.). These sorts of dances with erotic elements were spectacles performed by women to entertain an audience (mostly men or even mixed), as you can see on old paintings and frescos (e.g. in Aali Ghapoo Palace in Isfahan).

I have nothing against men dancing Baba Karam with hands and hip movements, just want to emphasize that it is a new  trend that has become fashionable in the second part of the 20th century.
