That is in fact surprising.  I guess their checks have been stuck in the postal system.  As soon as they get it, they have to work for it.  You see, previously, they worked and they were assured that the checks will arrive.  Nowadays, due to sanctions and all, they are not so sure about it so they want to make sure they get paid first before they put any work in.
