Human rights promotion and protection need to be a high priority for the governments ad infinitum. In addition, civil and political rights need to be highly respected and ranked equally with economic, social and cultural rights.
For a culture of human rights to be genuinely cultivated, a particular emphasis needs to be placed on the creation of an independent, permanent, and durable institutional capacity, (national human rights commission), not only to vigorously promote human rights but also to protect human rights with strength and determination.
At the dawn of the 21st century, more people around the world are standing up for their human rights. They desire to dismantle the machinery of oppression underpinning dictatorial systems, whether it is religious or secular. “Whereas it is essential, if man is not to be compelled to have recourse, as a last resort, to rebellion against tyranny and oppression, that human rights should be protected by the rule of law.” 1
Simply put, protect people and their human rights or accept their revolution.
