Russia, China Show Reluctance Over Iran’s Offer of Atomic Tour

Russia and China showed reluctance to accept an offer from Iran to allow countries excluding the U.S. to tour its nuclear facilities, in a setback for Iranian efforts to divide the international community.

Russian Foreign Minister Sergei Lavrov said today that while the invitation “deserves attention,” the proposed tour could not be an alternative to cooperation with United Nations inspections. China’s Foreign Ministry said it would be difficult for its representative to take part in the visit.
