The US is planning to establish a diplomatic presence in Tehran for the first time in 30 years, a remarkable turnaround in policy by president George Bush who has pursued a hawkish approach to Iran throughout his time in office.
The Guardian has learned that an announcement will be made in the next month to establish a US interests section in Tehran, a halfway house to setting up a full embassy. The move will see US diplomats stationed in the country.
The news comes at a critical time in US-Iranian relations. After weeks that have seen tensions rise with Israel conducting war games aimed at Iran and Tehran carrying out long-range missile tests, a thaw appears to be under way.
The White House announced today that William Burns, a senior state department official, is to be sent to Switzerland on Saturday to hear Tehran's response to a European offer aimed at resolving the nuclear standoff.

Of course thye (the uS) did niot have a direct negotiation with Iran, only the Europeans had. However, this was Zio-Nazsis advice to Americans so that at the right time they can starta war, claiming that we have negotiated but did not go anywhere.
After price of oil started crimpling US's economy, banks started going bankrupt, and econmoy in general tanked, US's wisemen started waking up. See writings by Pat Buchanon (former Nixon speech writer) and the rest. That is why they figured if there is a war they cannot go full power with boots on the ground (there are non available). If the just bob the nuke facilities, not only iranians become united against the enemy, but also Iran most likely would pull out of NPT and evelope nuclear BOMB. So there was the conclusion that US is stuck and shou;d "drink from the poison bowl".

by ali reza (not verified) on Wed Jul 16, 2008 08:35 PM PDTIt was about time for USA to stop making threats and start talking.Deep inside the US knew that Iran is is located were it could make problems for the US and the world,and regime change out of quesion.At this time US did not have the stomach for a new war and they needed Iran's help if they wanted to get out of Iraq.So they are on the right track.Even our own president got his calculator out and said according to my calculation,USA is not going to attack Iran:) Peace on Earth
