Torture was/is plausibly deniable

It existed under Amirkabir, Reza Shah, Mosaddegh, Mohammad Reza Shah and it exists now. There was a break in the chain of command that made it possibe and provided plausible deniablity for the top brass. The only exception was under  the Khomeini regime that it was decreed not to kill the under age girls while they were virgin.

was right....i read he had given the shah a list of all the nutcases- including khomeini, khalkhali, rafsanjani, khayenei, etc. that should be 'taken care of'    but, unfortunately, the shah let these parasites live, and the rest is history....too bad
