Has Qalibaf been a good mayor of Tehran??

The British political magaizine "New Statesman" has selected Mohammad-Baqer Qalibaf as one of the 10 people of 2009 who could change the world.

Qalibaf was also selected as one of the 10 best mayors in the world in 2008 by worldmayor.com.

I've listened to the recording that the US Navy "claims" came from the Iranian boat in the recent clash between US and Iranian boats in the Persian Gulf. The recording can be heard at this BBC link:
