Why Right wing terrorists are always described as one person acting alone? why are they not linked to an organisation that can be held responsible? and closed?

In the Western world, "terrorism" is a phenomena specifically for Muslim.
Likewise, killing masses from air with sophisticated airplane & helicopter, drones or cruise missile is not an act of terror.
However an attack on US military in an occupied land is "terrorism"
