Segregating Managerial/Bureaucratic Posts and Political Appointments

Developing nations continuously lose traction in their goal to progress and development by virtue of ignoring a very simple but far-reaching concept, that being that managerial/bureaucratic responsibilites and duties should be segregated from politics and political appointments. A professional managerial and bureaucratic class, competent and continuous, built on a base of integrity, experience, and education should be immune to the vicissitudes of political changes buffeting a society as a result of either electoral or governance changes. This assures stability and a minimum of dislocation in society and enhances national efficacy. Managerial/Bureaucratic posts should not be viewed lightly as plums to be distributed as booty to political hacks, but as the foundations upon which a functioning and healthy society operates.
