Gheysar of course comes to mind first. That was one of the very first (if not the first) Iranian movie I ever saw, as a child. But there are tons of them where he is by turn hilarious, imposing, scary, raw, etc. I particularly liked his portrayal of the deeply divided character in the Iranian version of the Liz Taylor Montgomery Clift classic A Place in the Sun (itself based on the Dreiser novel, An American Tragedy). I am not 100% sure, but I think it was called Panjereh.
In Nassereddin Shah, Actoreh Cinema, Makhmalbaf' superb film, he pays an emotional homage to Vossoughi, with a montage of all his memorable death scenes!
I don't think anyone else can be in the same league with him, at least not right now, so I say go ahead and give him the award :)
