* Wise partnership with Russia, (Editorial: Boston Globe) - By its painstaking efforts to end the transfer of Russian missile technology to Tehran, the Clinton administration is sagely seeking to solidify US-Russian relations and preserve security in the Persian Gulf region. One carrot extended to Moscow is an offer to expand the number of foreign satellites that can be launched by Russian rockets. But far more important than any particular commercial incentive for Moscow's cooperation in stopping the transfer of missile technology to Iran is Russia's long-term interest in maintaining a fruitful bilateral relationship with the United States... full text

NORUZ MATH
Math Chat: That shifting first day of spring
By Frank Morgan
The Christian Science Monitor
March 19, 1998
Old spring challenge (Ilan Vardi) Why is the first day of spring in London sometimes on March 20 and sometimes on March 21? Spring arrives when the earth is tilted at a right angle to the sun, not toward the sun as in the summer or away from the sun as in the winter. Consequently night has the same length as day; hence the term spring equinox meaning "equal night."... full text

* Steps to the moon: I would like to inform you of a website, steps to the moon, that was created in November 1997. It is an example of how the web can be used as a creative medium. Steps to the moon documents the on-going effort by two iranian women, one in isolation in iran and the other in exile, to re-build their connection over the internet and through many years and thousands of miles of forced separation. parallel to this, the sitemaker turns her gaze inside to document her own thoughts as they surface in the process of her work on this project. Combining the personal, the political and the poetic, Steps to the moon is about two women, three collaborators and four presences in a single document. Mina Haque <metalibra@hotmail.com>

MUSIC

Lily Afshar
Guitarist Lily Afshar, hailed by the Washington Post as "remarkable, impecable," is head of the guitar program at the University of Memphis. Chosen to play for Segovia in his 1986 master classes at the University of Southern California, Afshar also won top prize in the 1988 Guitar Foundation of America competition, grand prize in the 1986 Aspen Music Festival, and first prize in both the 1984 MTNA and the 1983 ASTA competitions.
The clips that will be featured here this week are from her CD, "24 Caprichos de Goya." Composed in 1961 and published in 1970, the 24 Caprichos de Goya is one of the most original and monumental works for solo guitar. The pieces are inspired by Los Caprichos (1799), a series of 80 satirical prints in etching and acquatint by Francisco Goya, one of the great figures in Spanish painting.
In today's selection, "Si sabra mas el discipulo?", Castelnuovo-Tedesco draws a parallel to Goya's satirical portrayal of charlatans and questionable experts through this comical tonal harmonization of a 12-tone piece.
