Workers of the Izhora factory stand, in heavy snowfall, in front of the reactor body made for Iran during a ceremony at the Izhora factory in St. Petersburg, Friday, Nov. 16, 2001. The ceremony was dedicated to completion of the 317-ton, cylindrical reactor body for Iran's Bushehr nuclear power plant.
